You can launch PA with all mods disabled via the --nomods command line option using one of the following:

• Steam: right click on game > properties > set launch options
• PA Launcher: click on name > build options > additional command-line options

Remove any old PAMM file system mods:

• Obsolete Planetary Annihilation Titans & Classic PA Mod Manager PAMM

Verify your game files:

• Steam
• PA Launcher

Please include log files as they contain a host of information that can lead to fixing your issue.
Log files for the PA client can be found in %LOCALAPPDATA%\Uber Entertainment\Planetary Annihilation\log\. This location can be copy-pasted in the address bar of Explorer.
Additionally, if you play off-line, then log files for the PA server can be found in %LOCALAPPDATA%\Uber Entertainment\Planetary Annihilation\.
Finally, please also include a DxDiag.txt. You can make one by pressing [WinKey]+R, typing "dxdiag", and pressing "Save All Information...".
