Each base manager tracks the following:

• metal spot info
• rally points
  • land rally point
  • naval rally point
  • orbital rally point (NEW)
• factory data
  • can build vehicle factory
  • can build bot factory
  • can build air factory
  • can build naval factory
  • can build orbital launcher
• deployment data
  • can deploy land
  • can deploy naval

New optimisations are to exclude the following for planets without terrain:

• metal spot info
• land rally point
• naval rally point
• factory data
• deployment data

• factory manager

When a base is created the rally points are initially set to the base location.
