Newer AMD graphics cards that have GCN 1.2 have a driver bug that breaks the landing circle and visualization for area commands. This causes the entire planet to change colour. More information is available here.

As a workaround you can download a mod which changes the shader to work around this driver bug. It is available through the Planetary Annihilation Community Mods and is called "Fix for green planet bug" by dom314.
