Each base manager tracks the following:
- metal spot info for planets with terrain
- rally points
- land rally point for planets with terrain
- naval rally point for planets with terrain
- orbital rally point (NEW)
- factory data for planets with terrain
- can build vehicle factory
- can build bot factory
- can build air factory
- can build naval factory
- can build orbital launcher
- deployment data for planets with terrain
- can deploy land
- can deploy naval
When a base is created the rally points are initially set to the base location.
