Upon starting PA, the game immediately exits without even being able to show the main menu. It is caused by a shader causing a crash in the Intel drivers. Make sure you are using the latest drives:

The following was fixed in the Community Update #94694.

As a workaround you can disable the offending shader. Navigate to "<PA Install dir>\media\shaders" and replace post.json with the version in the ZIP file below. PA will then start normally. Then go to Settings -> Graphics to disable HDR.
