There are some known issues with the FMOD libraries that will be fixed in the next update.
The Windows 10 anniversary update also broke many sound libraries.

As a workaround you can copy the newer DLLs (or libraries) into your [[Planetary Annihilation Installation Directory]].
Fixed in build 99377 with updated FMOD libraries.
